A statement shared by the ministry on X indicated that during his visit, Dr. Biruta held discussions with Sheikh Khalifa on bilateral relations, particularly in the field of security. They also discussed regional and international issues of mutual interest.
The statement added that the meeting focused on strengthening cooperation between the two friendly nations, especially in security, while also addressing regional and global matters of shared concern.
Sheikh Khalifa bin Hamad bin Khalifa Al Thani confirmed that during the meeting, he received the message addressed to the Emir from President Kagame.
He said, “In today’s meeting with Dr. Vincent Biruta, Minister of Interior of the friendly Republic of Rwanda, I received a message addressed to His Highness the Emir from the President of the Republic of Rwanda, Paul Kagame.”
He added that their discussions explored opportunities to enhance cooperation in security and share expertise between the two countries, aimed at improving the effectiveness of security institutions and reflecting both sides’ commitment to deepening collaboration.
Rwanda and Qatar maintain strong and growing relations across various sectors.
Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani, visited Kigali on November 20, 2025, for a three-day state visit aimed at strengthening bilateral ties.
During that visit, President Kagame gifted him Inyambo cows, a traditional symbol of friendship, respect, and strong relations between leaders and their countries.
Rwanda and Qatar have also signed several agreements to expand and improve cooperation, including visa waiver arrangements for their citizens.
The two countries’ national airlines, RwandAir and Qatar Airways, have an ongoing partnership.
Qatar also holds a 60% stake in the new Bugesera International Airport, which is being built in Bugesera District and is expected to handle up to 14 million passengers annually.
In the security sector, the Rwanda National Police and Lekhwiya have signed cooperation agreements to strengthen collaboration in security and crime prevention.
Rwandan military personnel have also received training in Qatar on several occasions, further highlighting the strong partnership between the two countries across multiple sectors.
