The President of Rwanda, Paul Kagame, issued a firm and unapologetic message on Rwanda’s security, regional relations, and national dignity, pushing back against international pressure linked to the conflict in eastern Democratic Republic of Congo (DRC) during Umushyikirano, taking place in Kigali from February 5–6, 2026, at the Kigali Convention Centre.
According to the Office of the Rwandan Prime Minister, Umushyikirano is an annual forum in Rwanda, chaired by the President, where citizens and leaders meet to discuss issues related to the country’s development, governance, and national unity.
Responding to threats from parts of the international community, President Kagame made it clear that intimidation will not shape Rwanda’s decisions. He said, “Instead of being choked by all those threats, I will be choked by being defiant and telling you to go to hell.”
The President rejected claims that Rwanda’s actions are driven by interests in Congolese minerals, stressing that the country’s posture is purely defensive. He explained that Rwanda continues to face serious security threats rooted in the aftermath of the 1994 Genocide against the Tutsi.
According to President Kagame, hostile armed groups have operated near Rwanda’s borders for decades, leaving the country with no option but to prioritize the safety of its people.
President Kagame reflected on Rwanda’s historical closeness with Burundi, describing Rwandans and Burundians as once being “like twins.” He acknowledged, however, that Burundi has chosen a different political alignment.
“For some reason, Burundi said they no longer want to be twins with us; they want to be twins with the Congolese. I have no problem with that,” He said.
While accepting Burundi’s sovereign choice, the President warned against alliances that contribute to efforts aimed at destabilizing Rwanda.
President Kagame stressed that countries have the right to choose their own alliances, while highlighting that all nations and peoples are equal and advocating for a fair global order
“Human beings everywhere are fundamentally the same. You should never accept that some are superior.” He warned that living at the mercy of others weakens national dignity and independence.
“Accepting that you exist on the mercy of others is a mistake. We were not created by anyone. No one owns us.” He noted.
President Kagame emphasized that power and wealth do not justify wrongdoing, and stressed that Rwanda, despite being a small country, must always be prepared to stand firm.
At the national level, President Kagame called on leaders at all levels to be accountable and ensure that development projects are properly implemented, stressing that responsible leadership is key to sustainable progress.
President Kagame stated that Rwanda will not seek favors from those it believes are responsible for creating its challenges. “If somebody intends to create these problems for us, we don’t expect to ask for favors from the ones causing these problems for us.”
This National Umushyikirano Council is happening in its 20th edition, being held at the Kigali Convention Centre and chaired by the President of the Republic of Rwanda, Paul Kagame.
