Mozambique president expresses confidence in continued Rwanda counter-terrorism mission

The President of Mozambique, Daniel Francisco Chapo, expressed confidence that Rwanda’s troops will continue counter-terrorism operations in Cabo Delgado Province in northern Mozambique.

Rwandan forces have been deployed in Cabo Delgado since July 2021. In nearly five years, they have dismantled strongholds of the terrorist group Ansar al-Sunnah, helped displaced residents return home, and enabled the resumption of business and investment activities.

Bloomberg recently reported that €20 million in funding provided by the European Union for the mission will end in May 2026, with no current plans for renewal. The Rwandan government has warned it may withdraw its troops if sustainable funding is not secured, especially amid criticism and sanctions instead of recognition for its contributions.

On March 18, President Chapo stated that the Rwandan mission was initially expected to end in May but could be extended, while EU support for counter-terrorism efforts is set to end in June 2026. He emphasized that both missions are still ongoing and that Mozambique has not received any official communication indicating they will end after those dates.

Chapo noted that such missions have defined timelines, but since they have not yet ended, operations continue as planned while awaiting decisions from the involved parties.

He added that if Rwanda and the EU decide to extend the mission, the public will be informed accordingly.

The President also stressed that even if the missions end, Mozambique would seek continued cooperation with Rwanda and the EU to avoid a security gap in Cabo Delgado.

On March 17, Anouar El Anouni, spokesperson for political and security affairs at the European Commission, said discussions are ongoing with Mozambique on how to continue supporting peace efforts in Cabo Delgado.

He clarified that the future of Rwanda’s military mission depends on decisions by Rwanda and Mozambique, based on their 2021 agreement.
