Kamonyi, Rwanda – The Honourable Minister of Defence, Juvenal Marizamunda, alongside the Governor of the Southern Province, Alice Kayitesi, today officially inaugurated the construction of 10 classrooms, administrative blocks, and a laboratory at Kigese Technical Secondary School in Rugalika Sector, Kamonyi District.
According to a statement released through Official X of the Ministry of Defence in Rwanda, this initiative is part of the Defence and Security Citizen Outreach Programme 2026, a government-led effort to strengthen both national security and community development.
During his address, Minister Marizamunda explained that the annual programme is designed to bring together the Rwanda Defence Force, Rwanda National Police, other security institutions, local government authorities, and local citizens in a coordinated approach to foster collaboration between communities and public institutions. He emphasised that combining development projects with citizen engagement is key to achieving sustainable security.

“Security and development go hand in hand, and sustainable security cannot be achieved without the active participation of citizens,” Minister Marizamunda said, underlining the importance of community involvement in national initiatives.
The project at Kigese Technical Secondary School aims to enhance the quality of technical education by providing modern classrooms and laboratory facilities. These improvements are expected to accommodate a growing student population, improve learning outcomes, and equip young people with practical skills that are critical for both personal and national development. The administrative blocks will streamline school management and improve access to educational services for students and staff alike.
The event was attended by the Mayor of Kamonyi District, Sylver Nahayo, and senior officials from the Rwanda Defence Force and Rwanda National Police. Their presence underscores the importance of partnerships between security institutions and local communities in achieving broader national objectives.
The Defence and Security Citizen Outreach Programme was launched to strengthen the relationship between citizens and security forces, providing opportunities for dialogue, community engagement, and collaborative solutions to local challenges. Over the years, the programme has helped build trust, promote safety, and support development projects across Rwanda.
By linking security and development, the initiative reflects the government’s vision of a holistic approach to national progress, where educational improvements, citizen participation, and security measures work hand in hand. The programme not only invests in physical infrastructure but also fosters civic responsibility, encouraging residents to play an active role in maintaining peace and supporting public institutions.
