UN Relief Chief urges action as Lebanon faces humanitarian crisis

The United Nations has warned that Lebanon is facing a severe humanitarian crisis as the ongoing conflict displaces hundreds of thousands and disrupts critical services across the country, officials said Tuesday, March 31, 2026.

Speaking to the UN Security Council from Beirut, Tom Fletcher, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, said the crisis demands urgent international attention. “We cannot let Lebanon fail,” Fletcher emphasized, describing the country as once again at a breaking point, according to the United Nations Office for the Coordination of Humanitarian Affairs’ latest report.

Since the recent escalation began, over 1.1 million people in Lebanon have been displaced, including more than 370,000 children. Tens of thousands have crossed into Syria, while hundreds of thousands remain trapped in conflict zones, particularly in southern Lebanon and Beirut’s southern suburbs.

The escalation has also caused casualties on both sides of the Blue Line, with over 1,240 people killed in Lebanon alone, including 87 women, 124 children, and 52 first responders.

Fletcher described the devastating impact on civilians: families sharing classrooms as temporary shelters, destroyed hospitals and healthcare centers, schools turned into shelters, and vital infrastructure such as bridges and water systems damaged or inaccessible.

“This displacement is not a solution for these families; it is a painful last resort to preserve dignity,” Fletcher said, recounting stories from Lebanese and Syrian families forced to flee multiple times over the past decade.

Despite the crisis, humanitarian operations are scaling up. Since mid-March, agencies have delivered 2.8 million meals, tens of thousands of blankets, mattresses, and hygiene kits, and provided over 875,000 liters of bottled water. A $308 million Flash Appeal was launched to support up to one million people over three months, with $94 million pledged so far.

Fletcher called on the Security Council and the international community to act decisively to protect civilians, facilitate humanitarian access, and support Lebanon’s stability. “The people here want safety. They want dignity. They want this cycle of crises to end,” he said.

The UN official also addressed the resilience of Lebanese communities, urging citizens to maintain national unity and continue assisting each other amid the turmoil. He stressed that Lebanon’s stability is critical not just for the country but for the region as a whole.

As the conflict continues, the UN warns that immediate coordinated action is necessary to prevent further escalation, reduce civilian suffering, and protect the country’s fragile institutions.
