Brig Gen Rwivanga was appointed to the position late last year, though his official duties were scheduled to begin in May. On Wednesday, he attended the handover ceremony at Uganda’s Ministry of Defence headquarters in Mbuya, Kampala.
His offices will be based in Nairobi.
The ceremony was presided over by Uganda’s Minister of Defence and Chairperson of the EASF Council of Ministers, Jacob Marksons Oboth.
Oboth praised Brig Gen Njema for his contribution to strengthening the regional force, particularly in building stable leadership structures and ensuring transparent management of its resources.
He urged Brig Gen Rwivanga to build on the achievements already made and continue working toward improving the organization’s financial sustainability and operational visibility.
In his remarks, Brig Gen Rwivanga said his leadership would prioritize transparency and professionalism while promoting regional cooperation in addressing challenges such as terrorism, cybercrime, natural disasters, and other humanitarian threats.
He added that the EASF would continue supporting member states during difficult times, including disasters, floods, and disease outbreaks.
Before this appointment, Brig Gen Rwivanga served as spokesperson for the Rwanda Defence Force, a role he held since 2020. He previously worked as the Coordinator of Courses at the Rwanda Military Academy.
