He made the remarks on July 17, 2026, while addressing participants at the FPR-Inkotanyi Political Bureau meeting.
The meeting brought together more than 2,000 participants, including members of the FPR-Inkotanyi, ambassadors accredited to Rwanda, and representatives of political parties operating in the country.
President Kagame emphasized that Rwandans should build a culture of rejecting wrongdoing.
“A person builds themselves by developing strength, values, determination, and the courage to fight against wrongdoing. When individuals do this, it becomes possible. Rwanda, as a country, needs this greatly. Building our capacity as individuals ultimately strengthens the nation and enables us to achieve greater progress.”
He added that people should be guided by the law and accountability in their daily lives.
“There are things we know we should do and things we know we should never do. We must develop the ability to do what is right and oppose what we know is wrong.”
President Kagame reminded attendees that avoiding wrongdoing is not enough—they should also refuse to tolerate it when committed by others.
“When you see someone doing something wrong, why hesitate to tell them it is wrong? Why not tell your friend, ‘You should not be doing this’? Why simply walk away without saying anything? If such behavior continues repeatedly, it will affect you too. Our country cannot continue to develop if wrongdoing is allowed to persist unchecked. Eventually, it will affect all of us, especially our people.”
He urged everyone to remain vigilant, work together, and condemn wrongdoing regardless of who commits it.
“Always stay alert, be ready to work with others, and never hesitate to condemn what deserves condemnation, regardless of who is responsible. Do what is necessary to ensure that our country’s development continues.”
The President also encouraged people not to lose hope when faced with challenges but to remain determined in pursuing their goals.
“Nothing is ever perfect in this world. The important thing is to keep making a difference. Keep trying, and if you don’t succeed the first time, try again. Don’t give up because others discourage you. Keep going until you achieve what you want. That is the only reliable path to development.”
