Mukabalisa was born on July 30, 1960, and passed away on July 30, 2026, at the age of 66.
A lawyer and veteran politician, she played a significant role in Rwanda’s political leadership over several decades.
She is best known for serving as Speaker of the Chamber of Deputies, a position she assumed following the 2013 general elections.
Mukabalisa led the lower house of Parliament for 12 years, serving from 2013 to 2025, before being succeeded by Gertrude Kazarwa.
On September 19, 2024, Rwanda’s Consultative Forum of Political Organizations appointed her as a Senator, where she continued contributing to the promotion of good governance, the rule of law, and the strengthening of Rwanda’s democratic institutions.
Her death was announced on July 30, 2026. She passed away at King Faisal Hospital Kigali, where she had been receiving treatment.
During her tenure as Speaker, Mukabalisa presided over Parliament during a period of significant legislative reforms aimed at promoting economic development, improving citizens’ welfare, and strengthening public institutions.
She also played an important role in enhancing cooperation between Rwanda’s Parliament and legislative bodies in other countries, as well as with international parliamentary organizations.
Before rising to one of the country’s highest political offices, Mukabalisa served in various legal and government positions.
She was widely regarded as one of Rwanda’s most influential female political leaders, and her career reflected the country’s commitment to promoting women’s representation and leadership in public office.
