The decisions were announced in a communiqué issued on September 18, 2026, following a Cabinet meeting held at Village Urugwiro and chaired by President Paul Kagame.
Policies and legislative proposals approved
Cabinet approved the Rwanda Development Cooperation Policy 2026–2050, which introduces a new framework for working with development partners.
The policy is aligned with the country’s national priorities and aims to improve results, transparency, accountability and coordination among development partners.
Cabinet also approved the following legislative proposals:
- A bill authorising the ratification of a loan agreement between the Republic of Rwanda and the International Development Association concerning additional financing for a project aimed at accelerating digital adoption. The agreement was signed in Kigali on July 11, 2026.
- A bill governing environmental protection and climate change.
- A bill establishing the Environment and Climate Change Fund in Rwanda.
The meeting further approved the National Policy against Trafficking in Persons, which seeks to prevent human trafficking, protect and support victims, prosecute offenders and strengthen cooperation.
Other approved measures included regulations governing the issuance of mining and quarrying licences, as well as investment agreements between the Government of Rwanda and Chery Holding Rwanda Ltd for the establishment of an electric vehicle assembly plant in Rwanda.
Cabinet also approved an additional agreement between the Government of Rwanda and DP World Logistics Ltd concerning the second phase of construction works at the Kigali inland port and the expansion of cold storage facilities at the Rubavu inland port.

New diplomatic representatives approved
Cabinet approved the following representatives of foreign countries and international organisations:
- Kornelios S. Korneliou — High Commissioner of the Republic of Cyprus to Rwanda, based in Tel Aviv.
- Som Visal — Ambassador of the Kingdom of Cambodia to Rwanda, based in Cairo.
- Ra Kapchae — Representative of the Korea International Cooperation Agency (KOICA) in Rwanda.
- Prestage Murima — Representative of the International Organization for Migration (IOM) in Rwanda.
Other matters
The Minister of Finance and Economic Planning informed Cabinet that Kigali will host the 11th Congress of the African Tax Research Network from September 22 to 24, 2026.
The Minister of Trade and Industry announced that International Cooperatives Day will be marked on September 25.
She also informed the meeting that the 26th East African Community Small and Medium Enterprises Trade Fair will take place in Kigali from October 30 to November 8, 2026.
Meanwhile, the Minister of Sports informed Cabinet that Rwanda will participate in six major international sports competitions scheduled for September 2026.
The competitions will include handball, volleyball, basketball and football events, covering continental tournaments, FIFA World Cup qualifiers and international competitions involving clubs.
