Gallagher made the remarks in Moscow following talks with Russian Foreign Minister Sergei Lavrov during his first visit to Russia since the start of the war.
The Vatican’s top diplomat said the Holy See continues to encourage both sides to engage in peace negotiations, describing an end to the fighting as an “urgent and necessary” priority.
“It is important that the war comes to an end and that we try to understand the issues behind the conflict,” Gallagher said.
He said his discussions with Lavrov focused on possible ways of achieving peace in Ukraine. The two also agreed to continue cooperation on humanitarian efforts, particularly in helping children affected by the war.
Gallagher said the welfare of children remains one of the Vatican’s key priorities as the conflict, which has now lasted for more than four years, continues to cause widespread suffering and destruction.
The Vatican diplomat also noted that Pope Leo XIV has repeatedly called for an end to the fighting and renewed efforts toward peace.
In a message on August 9, the Pope expressed concern over the rising number of civilian casualties caused by the war, including children.
Gallagher last visited Moscow in 2021, when he held talks with Lavrov before the war in Ukraine began.
