Rwanda establishes “National Artificial Intelligence Agency” to advance AI development and adoption

Rwanda's Cabinet has approved the establishment of a National Artificial Intelligence Agency aimed at accelerating the development of artificial intelligence (AI) and expanding its application across the country.

Technological advancement continues to reshape societies at an unprecedented pace, making it increasingly difficult to find sectors that do not rely on AI. From tasks requiring physical effort to those demanding intellectual input and creativity, AI is becoming an essential tool.

In Rwanda, AI is already being used in healthcare, education, the justice sector, agriculture, business, and many other areas of national life.

A statement issued by the Office of the Prime Minister on June 8 indicated that the newly approved agency will oversee the implementation of AI technologies both within Rwanda and in international engagements. Its responsibilities will include driving digital transformation in public institutions, conducting research, enhancing AI-related skills and capacity building, promoting ethical standards in AI use, supporting industrial development and innovation, maximizing the benefits of AI, and strengthening international cooperation.

The agency will serve as a central coordinating body for all AI-related initiatives in the country, with the goal of improving implementation, nurturing talent, attracting investment, and positioning Africa as a hub for emerging technologies.

Rwanda’s National Artificial Intelligence Policy was approved on April 20, 2023, during a Cabinet meeting held at Village Urugwiro and chaired by President Paul Kagame.

The policy seeks to position Rwanda as a global center for AI research and innovation, establish the country as one of Africa’s leaders in leveraging AI for development, improve public service delivery through the use of AI, and promote the responsible adoption of AI within the private sector.
