Kigali-Rwanda, The Inspector General of the Rwanda National Police, Commissioner General Felix Namuhoranye, in his capacity as Chair of the Technical Advisory Committee (TAC) of the Regional Centre on Small Arms (RECSA), has officially opened the 17th TAC Meeting in Kigali.

The meeting has brought together National Focal Point Coordinators on Small Arms and Light Weapons from RECSA Member States, providing a constructive platform to strengthen regional collaboration and advance shared efforts in addressing the challenge of illicit small arms proliferation.
In his opening remarks, CG Namuhoranye highlighted the value of continued cooperation among Member States, emphasizing enhanced information sharing, coordinated joint operations, and harmonized legal frameworks as key pillars in strengthening regional security responses.

He further noted the importance of adapting to emerging security trends, including cyber-enabled arms trafficking, illicit weapons manufacturing, the rise of 3D-printed firearms, and the misuse of unmanned aerial systems. He underscored that collective innovation and coordination remain essential in effectively responding to these evolving threats.
The Kigali meeting is expected to review progress made across Member States, exchange best practices, and strengthen policy and operational strategies aimed at improving the control and management of Small Arms and Light Weapons.
RECSA continues to play a vital role in fostering regional cooperation and supporting Member States in their shared commitment to peace, stability, and sustainable security across the region.
