Dr. Nsengiyumva made the remarks at an event organized in support of Louise Mushikiwabo in New York, United States, on September 21, 2026.
The Prime Minister said Rwanda and its partners share a common vision of promoting the French language and strengthening the future of the Francophonie.
He recalled that Rwanda nominated Louise Mushikiwabo for the position eight years ago, believing she had the experience, vision and capacity to advance the organisation.
Dr. Nsengiyumva said Mushikiwabo’s record over the past eight years demonstrates the significant changes she has brought to the OIF, particularly in transforming its operations and implementing reforms in governance and financial management.
“Her work has focused on areas where our organisation can make a meaningful contribution to its members, including youth, women’s empowerment, education, technology, the economy and culture,” he said.
“She has also contributed to strengthening the political role of the Francophonie and enhancing the organisation’s capacity to remain a platform for dialogue, cooperation and understanding at a time when the world is facing increasingly complex challenges.”
Dr. Nsengiyumva said the achievements made by the OIF over the past eight years should be sustained and further developed. He explained that this was why Rwanda had decided to support Louise Mushikiwabo’s candidacy for a third term as Secretary-General.
“We believe that Louise Mushikiwabo has the experience, knowledge of the organisation and the energy required to continue advancing a Francophonie that serves the interests of all its members,” he said.
He called on all member states to support Mushikiwabo’s candidacy and urged them to attend the summit scheduled to take place in Cambodia in November, where elections for the OIF Secretary-General will also be held.
