Who is Julienne Uwacu, Rwanda’s new Public Service and Labour Minister?

Julienne Uwacu brings years of experience in public administration, parliamentary affairs and government leadership as she takes on Rwanda’s Public Service and Labour Ministry.

Rwandan President Paul Kagame has appointed Julienne Uwacu as Minister of Public Service and Labour, bringing her extensive experience in public administration, parliamentary affairs, and government leadership to the role.

Announced on October 27, 2026, the appointment marks a new chapter in Uwacu’s public service career, which has included leadership positions at local and national levels.

Before her appointment, Uwacu served as Executive Secretary of Unity Club Intwararumuri, an organisation that brings together current and former government officials and their spouses to promote unity and social development.

From Local Government to Parliament

Uwacu began her public service career in local government, serving as Vice Mayor of Nyabihu District in Rwanda’s Western Province, in charge of economic development from 2006 to 2008.

Building on this experience, she joined Parliament in 2008 and served until 2015. During her time as a legislator, she also served as Deputy Chairperson of the parliamentary committee responsible for foreign affairs, cooperation and security, gaining experience in legislative affairs and national governance.

Experience in Government Leadership

In February 2015, Uwacu was appointed Minister of Sports and Culture, a position she held until 2017. The role expanded her experience in national policy and public administration.

She continued contributing to public institutions, particularly in areas related to national unity and cultural development. In January 2024, she was appointed Executive Director of Itorero and Culture Promotion before later taking up the position of Executive Secretary of Unity Club Intwararumuri.

These roles have given her experience across different areas of public service, from local development and lawmaking to ministerial leadership and initiatives promoting national unity.

A New Chapter in Public Service

As Minister of Public Service and Labour, Uwacu will lead a ministry responsible for public service management, labour policies and employment-related matters.

The portfolio is central to strengthening public institutions, supporting effective service delivery and promoting a productive working environment for employees and employers.

With experience spanning local government, Parliament, Cabinet and national unity initiatives, Uwacu brings a broad public service background to her new responsibilities as Rwanda continues to advance its public administration and employment priorities.
