Brig Gen Patrick Karuretwa, Rwanda Defence Force (RDF) spokesperson and Director General of International Military Cooperation, has highlighted the vital role of public servants in advancing Rwanda’s development ambitions and improving the lives of citizens.
Speaking on October 27, 2026, at the National Induction Programme (NIP) held at the RDF Combat Training Centre in Gabiro, Gatsibo District, Karuretwa encouraged participants to turn national priorities into practical results that benefit communities across the country.
Held under the theme “From National Vision to Public Purpose,” the month-long programme brings together four cohorts of approximately 200 participants each. It equips public servants with knowledge of national development frameworks, including Vision 2050 and the Second National Strategy for Transformation (NST2), while promoting accountability, collaboration and effective service delivery.
“The public service is the instrument through which a vision becomes a reality. Without it, Vision 2050 is a beautiful document on a shelf. Vision 2050 is not only about income. Its second goal is high-quality living standards for every Rwandan: a longer, healthier life, decent work, a modern home, safety, and services that come to the citizen instead of the citizen running after them,” Brig Gen Karuretwa said.
He also explained how the Rwanda Defence Force contributes to national transformation by supporting community development alongside its core mission of maintaining peace and security. Through the annual Defence and Security Citizen Outreach Programme, RDF personnel, medical teams and engineers work with local leaders to improve living conditions and support community well-being.
Furthermore, He noted that a committed and responsive public service is essential to translating Rwanda’s long-term vision into tangible progress, with citizens’ well-being at the heart of national development.
